This would be incorrect, it is in fact a permanent system. At low speeds the rear wheels turn in the opposite direction as the front for increased manoeuvrability, while at higher speeds they turn in the same direction for more stable lane changes.

No offense, i love prelude's, but it's a well known fact that the 4ws prelude performs worse on the road than a regular prelude.
